Area 1: Eccles New Road, Howard Street, King William Street

Eccles New Road

The proposals aim to improve safety, accessibility, and sustainability along Eccles New Road. They include changes for pedestrians, cyclists, public transport users, and local businesses.

A proposals map for Eccles New Road showing changes to walking, cycling, bus stops, planting, and parking near local shops and Howard Street. The plan introduces a new toucan crossing for pedestrians and cyclists to the east of Howard Street, raised uncontrolled crossings at the top of Howard Street, and segregated footways and cycleways with cycle symbols. Bus stops to the west of the shop front parking area remain, and one bus stop is relocated. A new parking area is provided for the shops, with “No waiting at any time” to the west of it. The carriageway is resurfaced, with traffic calming features indicated. Planting beds are retained and enhanced with hardy shrubs; rain garden areas for sustainable drainage are added, and new trees are proposed alongside existing ones. The plan notes links toward the M602/Regent Road and references a separate Howard Street proposals plan. A legend identifies proposed and existing footways and carriageway, crossings (controlled and uncontrolled), cycle facilities, planting, trees, and parking restrictions.

Howard Street

The proposals focus on improving pedestrian safety, cycling connectivity, and traffic calming along Howard Street and its connecting streets. They aim to create a safer, greener, and more accessible environment.

Howard Street Proposals Plan 1 of 2

Two sheet proposals map for Howard Street and adjoining streets (Joule Close, Montford Street, Gertrude Street, Byrom Street) linking to Eccles New Road. Sheet 1 shows footway improvements including realignment, dropped kerbs, and tactile paving at several crossing points. Shared use footway sections require resurfacing, kerbing, and new road markings. Opportunities for tree planting and landscaping are identified along the footway. Existing parking restrictions remain in designated areas. A legend distinguishes proposed footway works, carriageway resurfacing, cycle symbols, shared footway and cycleway start and end points, uncontrolled crossings, planting, existing and proposed trees, parking restrictions, and traffic calming features.

Howard Street Proposals Plan 2 of 2

Sheet 2 introduces a 20 mph speed limit zone and “Quietway” treatment along Howard Street to create a calmer route. The carriageway is realigned and existing build outs are removed. Additional realigned footway sections include dropped crossings with tactile paving. There is potential for a shared use footway that lets cyclists join the Quietway away from the junction with Eccles New Road. The sheet cross references Sheet 1 and repeats the legend for proposed versus existing elements, crossings, planting, trees, parking restrictions, and traffic calming. Overall, the scheme aims to improve accessible crossings, calm vehicle speeds, and provide a connected, lower stress walking and cycling route.

Pedestrian Improvements

  • Dropped crossings with tactile paving at multiple points for better accessibility.
  • Realignment of footways to improve walking routes.
  • Footway resurfacing, kerbing, and road markings for safer and clearer paths.

Cycling Enhancements

  • Shared-use footways to accommodate cyclists and pedestrians.
  • Cycle symbols added for visibility.
  • Quietway treatment along Howard Street to provide a calmer cycling route.
  • Potential for shared-use footway to connect cyclists to the Quietway away from busy junctions.

Traffic Calming

  • Introduction of a 20mph speed limit zone for safety.
  • Speed bumps proposed to slow vehicles.
  • Carriageway realignment and removal of existing build-outs for smoother traffic flow.

Green Infrastructure

  • Opportunities for tree planting and landscaping along footways.
  • Additional planting areas to enhance the streetscape.

Parking

  • Existing parking restrictions will remain in place.

King William Street

The proposals aim to improve pedestrian and cyclist safety, manage traffic flow, and enhance access to Oasis Academy along King William Street and connecting roads.

A proposals map focused on King William Street and nearby Aubrey Street and Broadway. The plan widens the footway and narrows the carriageway to calm traffic. Existing road humps on King William Street remain, and the existing toucan crossing on Broadway is retained. Access arrangements to Oasis Academy are revised providing an uncontrolled crossing while other local accesses are retained. Limited waiting parking bays are provided on King William Street, along with raised uncontrolled crossings near the junction with Broadway to assist pedestrians. The legend shows proposed footway works, carriageway resurfacing, cycle symbols and shared footway and cycleway start and end points, as well as existing and proposed crossings, planting, trees, parking restrictions, and traffic calming features. Labels indicate that parking restrictions apply in marked areas and that multiple road humps are to be retained. The overall intent is to improve pedestrian space, maintain safe crossings, and manage vehicle speeds near the school.

Pedestrian and Cycle Improvements

  • Footway widened to create more space for pedestrians.
  • Shared footway/cycleway introduced at designated start/end points.
  • Cycle symbols added for visibility.

Traffic Management

  • Carriageway reduced to slow traffic and prioritize walking and cycling.
  • Road humps retained for traffic calming.
  • Raised table added for safer crossing.

  • Other access points retained.
  • Limited waiting parking provided.
  • Double yellow lines proposed in certain areas to prevent obstruction.
